Wholesale Power Cost Adjustment (PCA): A correction or modification of a member's monthly electric bill caused by an increase or decrease in the cost of an electric utility's fuel supply. It absorbs the volatility of generation fuel costs and aims to spread it over the projected kilowatt-hour sales for the year - helping mitigate the impact. It is calculated monthly and can be zero, positive or negative, based on actual power purchases and the estimated prices for future generation fuels. This adjustment eliminates the need for a new rate approval each time fuel costs change.


Understanding the Franchise Fee:

In Florida, governments have the authority to impose a franchise fee as a means to collect additional operational funds. The franchise agreement grants a utility the right to use rights-of-way for facilities such as poles and wires, and a fee is assessed to all members in the impacted areas receiving service from the utility. 

WFEC identifies all taxes and governmental fees separately on the electric bill. All franchise fees collected by WFEC are remitted to the governmental body, and no funds are retained by WFEC.
